ABSTRACT

This chapter examines an extensive review of the literature, a review of a number of reports by government and nonprofit housing organizations, and by numerous interviews with political leaders and housing officials. It focuses on the need to bring affordable housing to middle-class suburbs. The chapter explains that most low-income families moving to the suburbs concentrate in only a few suburbs. The result is a reconcentration of poverty in already stressed communities. The goal of an affordable housing program should be to make affordable housing available throughout the suburbs and especially near jobs. Governments should use a combination of vouchers and mixed-income housing developments. Vouchers alone will not work in middle-class communities due to the paucity of affordable housing. Government incentive programs, for both the developer and the host community, should be instituted to encourage mixed-income housing with the use of mandates if incentives are not effective.
