ABSTRACT
The birth of unionism and, ipso facto, of nongovernmental organizations (NGOs) begins early in history. From the outset complex organizations that stand free from direct government follow the rule of law. However, they have their own dynamics and sense of purpose. This chapter presents the kinds of issues the expert trainer will confront when engaging in cooperation with, or in the name of, NGOs.
