ABSTRACT

The geopolitical situation of Azerbaijan, which is located at the crossroads of the East and the West and is of strategic interest to Russia, Iran, and Turkey, is one of the main determinants of the foreign policy of the Republic of Azerbaijan. The creation of Azerbaijan as the first nation-state in the Turkic world was also the result of its historical development, which was influenced by the processes of rapid industrialization and modernization. Under the colonial Soviet regime, Azerbaijan's links with both the Turkic and Islamic worlds were severed, its borders were closed, alphabet changed, and historians persecuted. The Azerbaijani-Armenian war is one of the main factors that shapes Azerbaijan's foreign policy. The foreign policy of the Elchibey government was characterized by an idealistic reliance on the support of the Western countries and Turkey to protect Azerbaijan from the threat of an Armenian-Russian alliance.
