ABSTRACT
Criminal justice systems are one of the mechanisms relied on by modern states to establish and preserve that minimal level of internal stability necessary for growth and development. Such systems are formal, legal, and governmental; supplemented by a variety of informal, nonlegal, nongovernmental social control mechanisms.
