ABSTRACT

Historically, few issues in America have generated such controversy as governmental requirements for “integration,” “equal rights,” “equal employment opportunity,” and “affirmative action.” While efforts to circumvent these obligations persist in a number of governmental jurisdictions and agencies, the list of minority public administrators and elected officials at all levels of government is growing at an impressive rate. With this growth have come a number of significant challenges for both minority administrators and public bureaucracies. This symposium represents an effort to document some of these challenges, particularly as they affect/have affected minority groups.
