ABSTRACT

On June 24, 1993, the National Commission on the State and Local Public Service presented its first report, Hard Truths/Tough Choices: An Agenda for State and Local Reform , to President Bill Clinton at the White House. The commission (customarily referred to as the Winter Commission after its chair, William Winter) offered ten major recommendations under the basic themes of removing the barriers to executive leadership, to lean and responsive government, to a high-performance workforce, and to meaningful citizen involvement. It also called for reducing fiscal uncertainty for states and localities through health care reform.
