ABSTRACT

This chapter compares the ways in which Argentina, Chile, Colombia, Costa Rica, and Uruguay have organized their monitoring and evaluation (M&E) functions. These five countries have structured their M&E functions in a variety of ways. In Colombia, Costa Rica, and Uruguay, the functions are concentrated in one single system. These systems are known, respectively, as the “Public Management Results Evaluation System” (SINERGIA), the “National Evaluation System” (SINE), and the “Results-Based Management Evaluation System” (SEV).
