ABSTRACT

This chapter discusses the concept of management and it explains how the issue affects one's view of the sub-debate over a proposed Office of Federal Management (OFM). It contends that only a separate Office of Federal Management can address the challenging issues confronting the executive branch in a comprehensive manner, one that views management from a presidential perspective. The capacity available to the President in the Office of Management and Budget (OMB) has steadily declined and now barely exists. Federal management organization, oversight authority, and the general influence have been consistently overridden by recurring budget crises and budget cycle demands, despite conscientious intentions to give 'Budget' and 'Management' equal voice within OMB. It is difficult to envision a long-term commitment to a competent executive branch without an essentially nonpartisan Office of Federal Management dedicated to executive capacity building and protection of the institutional presidency.
