ABSTRACT

In March 2005, immediately following the Fourth Leadership Conference on Social Equity in Cleveland, the Committee on Social Equity Indicators and Measurements of the Standing Panel on Social Equity in Governance1 (SEP) of the National Academy of Public Administration (NAPA) developed a plan to prepare a set of social equity indicators for the United States. The plan called for developing a “call to action” and two model social equity indicator chapters (on health and criminal justice) based on a set of definitions prepared by the committee. This chapter, on health and health care, is based on the four areas of social equity measurement identified by the committee:
