ABSTRACT
Social equity and the related values of equality and fairness have been central themes in American history. They are powerful ideals but they have been challenged and for a time overshadowed by other values. To explore the boundaries and possibilities of social equity in the present, it is necessary to examine its historical and conceptual foundations. The discussion can then turn to matters of definition and measurement.
