ABSTRACT

The notion that evidence-based public management (EBMgt) is currently applied to endeavors in information and communication technologies (ICT) may seem unlikely to some. The brand equity of ICT, particularly in public policy arenas, is tarnished by widely reported project “failures” and a legacy of unmet expectations. Two famously difficult projects include the UK Department of Human Services (DHS) initiative to provide integrated health care informatics and the U.S. Federal Bureau of Investigation (FBI) efforts to rein hundreds of isolated systems into a unified resource for counterterrorism and criminal investigations.
