ABSTRACT
It is a simple question to ask, but a complicated one to answer. Let us start with the purpose of evidence-based approaches: to improve public management and policy making by grounding decision making in evidence. This in turn leads to three contentious questions: What is evidence; how is evidence used in practice, policy, programs, and management; and what is new (or “emerging”) about the field?
