ABSTRACT

The social context of public sector employment is changing as Generation Y, the Millennium Generation, replaces the retiring baby boomers at all level of government. Generational change comes at a time when public service has attracted some relentless critics. Today public service employees are in the middle of an unprecedented debate about how to limit the growth of big government. Critics also complain that the “Diversity Machine” is undermining the work environment of society (Lynch 2001). Despite having all the protection of civil service laws and union contracts, this new generation of workers faces uncertainties. These uncertainties are compounded by the fact that the United States is undergoing a profound demographical makeover.
