ABSTRACT
Professor Richard Billows points out three prerequisites for the establishment of great and viable empires:
The ability to mobilize and project military forces.
The vulnerability of the subordinated peoples; the fear of losing their properties renders them incapable of resisting conquest.
A commitment to a religious or philosophical belief—often in the form of a universal ideology—among the ruling elite which is sometimes adopted by the subject peoples.
