ABSTRACT

The committee originated in a warning by Senators Mansfield and Scott, issued at a time when the energy crisis was momentarily visible to everyone, that we had better look to our deficiencies before it was too late. A National Commission on Supplies and Short ages was set up in 1974, but the then president was dilatory in appointing his share of the members. When extending the life of the commission for another year in 1975, Con gress added the Advisory Committee, presumably with the hope that the chances of get ting a report would be doubled. As of the last week of December, the report of the com mission was a deep secret, even to some of its members, and we shall have to content our selves with reviewing the superior (until proved otherwise) report of the committee.
