ABSTRACT
The title of these ruminations derives from a book called The Utility of Force: The Art of War in the Modern World, by General Sir Rupert Smith, a retired high-ranking British commander. I do not deny that force has some utility. Consider intervention to stop ethnic cleansing or genocide. It’s the way that the U.S. military has been using force in Afghanistan and Iraq that brings to mind the word “futility.”
