ABSTRACT
Introduction The traditional bureaucratic model of public administration and management assumes that government is strong, able to exert its authority, and to have its edicts implemented without question. Even if there may not have a been a direct supposition of a unitary model of government in the traditional model – as usually typied by the United Kingdom – this was implicit, in that other systems were seen as inferior.
