However, substantive improvements in CIP also depend on resources that could be mobilized as positive incentives for private actors. The EU’s initial funding lines for building a community of practitioners have not been evaluated positively, while EU general research funding (FP7) remained largely separated from industrial implementation. Hopes for a stronger mainstreaming of CIP concerns in more sizeable EU budgetary items, such as regional funds, have not been fulfilled either. One remaining positive development is the coming EU Internal Security Fund that led to a clarification and limited increase in funding levels that could be used to support the reorientation of ECPIP towards trans-European infrastructures.
