ABSTRACT
This chapter considers the matter of human capital (HC) development broadly. It offers examples of what seems to have worked for some countries, and places the issue in the African context in terms of developing capacity for African organizations and concerns about innovation. The chapter provides examples from Ghana and offers a stakeholder view of the human capital development agenda. It looks at the relevant stakeholders within the Ghanaian educational system to examine their policy direction and interlinkages with regard to human capital and innovation. If Hershberg argues that HC development is America's greatest challenge, it seems reasonable to suggest that African countries should take a cue and refocus attention on policy initiatives that address value, literacy, competencies, and institutional capital that would insure to Africa's good into the far future. The chapter suggests that what is required is a focused attention and synergistic interlinkage amongst all agencies and actors in the HC space in various African countries.
