ABSTRACT

The second episode is the 2006 mobilization of 5 million immigrants protesting nationwide against legislation that would criminalize undocumented residence of immigrants as a felony (with the effect of precluding eligibility for legal immigrant status). The immigrant voice was heard in Washington (the legislation failed to pass) (Voss and Bloemraad 2011), but as DeSipio notes, there has been no repetition of this organizational feat (DeSipio 2011, 1195). Although social movements are often the starting point for political activity by immigrants, especially the undocumented, sustained political incorporation requires more: naturalization, participation, voting, and partisanship.
