ABSTRACT

While legislation and regulatory arrangements have struggled to keep pace with public demands for mechanisms that discourage unsustainable forestry practices worldwide, civil society has been able to make demonstrable progress by developing and implementing market-driven certification schemes. One of the best known certification organizations, the Forest Stewardship Council (FSC), emerged in the 1990s and quickly secured worldwide recognition. This case study identifies policy development lessons stemming from the FSC’s early years. Our aim is to search for guidelines that can be usefully applied to other transformational policy development processes.
