ABSTRACT

This chapter analyses the structure and organisation of the Eugeni Xammar Programme of International Communication and Public Relations, as the main project of the Catalan Government. The main project of the Catalan Government uses public relations as a basic tool for public diplomacy policies, to gain recognition for its independence on an international scale. Strategic communication and political public relations are fundamental to the process of state building in Catalonia. According to Cull's taxonomy of public diplomacy, 'international news broadcasting' is the core of this programme established in 2012 by the nationalist Catalan Government. Media spin-doctoring is essential, not only at a grassroots level, but also at a government level as a key strategy to avoid 'hostility' to the self-determination process of Catalonia. Notions of power and globalisation can be considered in the work of Yun and Toth, who conceptualise public diplomacy through sociological globalism, taking into account the role of migrants as public opinion creators.
