Many people would therefore argue that if Britain is to develop as a democracy, much greater attention must be given to citizenship education for everyone. Almost any part of the provision of education for adults, of course, can contribute to parent education. The most famous of the courses in welfare clinics were the Fresh horizons courses at the City Literary Adult Education Institute in London, but there is now more widespread provision. The importance of adult role education, especially in terms of parental and citizen roles, is so great that there is an obvious need to give it priority and to make it the basis for a comprehensive provision of education for adults. Role education suffers from neglect, and resources must be provided if it is to make an impact. Some people attempt to equate role education with work-related, or vocational, education alone on the grounds that the needs of the community come first and that productive efficiency is paramount.
