ABSTRACT

The purpose of this chapter is to describe the methods of resource procurement and allocation in a system which has a balance between national and local responsibilities England and Wales. The starting point is the expenditure steering group for each service, consisting of the senior officials of the relevant government department and of the local authorities. These steering groups will also have before them the Public Expenditure White Paper (PESC) which is published each March and describes the governments expenditure plans. The work-related Non-Advanced Further Education (NAFE) scheme was introduced in 1985-6 when Government decided to reduce block grant by 25 per cent of the cost of providing biased courses and transfer the money to the Manpower Services Commission (MSC). It has therefore become a key feature of resource procurement to require LEAs to apply for finance to central government or its agencies and in doing so to satisfy stringent criteria.
