ABSTRACT
Public administration is both normative and empirical, values-laden and evidence-based, theoretical and operational. Its boundaries are but hazy shadows, for it touches all aspects of the public service environment and borrows from several disciplines. Despite—and perhaps because of—the breadth of its reach, the most important questions lie at its doorstep: How best to know and execute the public interest? How best to advance the public will?
