ABSTRACT

This chapter explains the conceptual level, setting the programme for the future, and argues for a historical awareness and the need to look beyond the current issues put on the agenda by dominant policy actors. It talks about the theoretical framework that discusses conceptual issues in policy research including buzzwords and policy indifference and subsequently highlights some of the current, much-discussed issues we believe can benefit from more historical contextualisation. The chapter analyses the evolution of teletext in Norway and Flanders. It deals with the examples from the development of teletext services in Norway and Flanders, their growth and success, the role of teletext for media policy and its place in media convergence. The chapter focuses on the relationship between public service broadcasters' Norsk rikskringkasting's (NRK) and Vlaamse Radio and Television's (VRT) teletext and commercial competitors and on the relationship between teletext and web services.
