ABSTRACT

This chapter identifies the key actors involved in developing counter terrorism measures and their roles in the process of securing Europe through counter-terrorism legislation. The process of acceleration can be traced to the Conclusions of the extraordinary EU Justice and Home Affairs Council (JHA) convened on 20 September 2001, in the immediate aftermath of the 9/11 attacks. The post-9/11 European security environment is characterized by a complex web of legislative instruments. In 2005, the 7/7 London bombings were followed by the adoption of the EU Counter-terrorism Strategy introducing the 'prevent, protect, pursue, respond' approach. Working Party of Foreign Relations Counsellors (RELEX) deals with legal, financial and institutional issues in the external field with the main focus being on the Common Foreign and Security Policy (CFSP). Europol's work in the field of counter-terrorism is conducted through the negotiation of international agreements with third countries or third-country authorities. Frontex focuses on cooperation and coordination of police and judicial authorities' work.
