ABSTRACT

Energy is a bundle of issues not only because it consists of a variety of sources each of which has its distinct issues, but also because there is an inseparable relationship between energy and development, energy and environment, energy and social and economic justice and energy and security. These issues are the entangled three E issues: economic growth, energy security and environmental protection. These unintended consequences had a long-term impact once economic growth picked up its speed in the early 2000s in combination with the structural change in society. The Ministry of Environmental Protection again raised its warning that pollution had deteriorated so quickly that it threatened the key components of Hu Jintao's 'harmonious society' and suggested balancing economic growth and environmental protection. The challenges facing China regarding energy security and climate change can be categorized into three: structural, technical, and political.
