ABSTRACT

The goal of this chapter is to develop a method to think about and quantify effectiveness in the public sector, specifically defense. Effectiveness can best be

measured in the public sector by developing a framework for solving decision problems with multiple objectives. The framework will provide you with a practical tool for quantitative investigation of all factors that may influence a decision, and you will be able to determine why one alternative is more effective than others. This analytical ability is very important because many real-life decision problems involve more than a single issue of concern. This holds true for personal-life decisions, private sector business decisions, and public sector government resource allocation decisions.
