ABSTRACT

This chapter examines how the process of military change has been managed in Russia. The analytical framework is based on two levels of investigation: national strategic level changes and institutional level changes. Analysis is provided in two parts: the first identifies motives, drivers and enablers of military change, while the second examines processes, outcomes and barriers to military change. The chapter identifies Russian intellectual debates regarding military innovation and military organization, perceptions and emulation of novel concepts, ideas and weapons technologies. It argues the economic challenges are likely to pose a significant impediment to further military innovation. The Russian authorities, military leadership and experts alike have called for urgent military reform and modernization for a long period of time. Russia's political and legal system and regulatory frameworks help hide lobby groups' activities, which limit the effective use of resources and constitute a fertile ground for corruption.
