ABSTRACT
This chapter explains the third humanitarian domain, diaspora humanitarianism is substantial and influences the contexts in which local and international humanitarian actors operate. International actors comprise bilateral and multilateral donors, non-governmental organisations (NGOs), and other operational agencies including UN humanitarian agencies and the International Committee of the Red Cross (ICRC). Several humanitarian organisations operating in Somalia, including the Norwegian Refugee Council (NRC) and Norwegian People's Aid (NPA), hire Somalis who live in Europe or the US because they have the advantage of being qualified with additional language and cultural competencies. Thus within the last decade major initiatives have been launched by the Inter-American Development Bank (IADB) to encourage more systematic involvement by diaspora organisations (DOs) in community level development within their countries of origin. When an outbreak of Ebola in 2014 left Liberia in the grip of the infectious disease, the Union of liberian organisations in the UK (ULO-UK) established an Ebola Relief Taskforce.
