Waterfronts draw people to them. The attraction has to do with the open space they provide but also with the sheer joy of looking at water. Water may be calm and restful or roaring and dramatic, but it is always moving through the action of currents, waves, or wind and the play of light and reflection, and this is part of why it is so fascinating: its movement keeps the eye moving and people’s eyes like to move. Placing a public promenade along an urban waterfront gives one of the best places in the city, this special water place, to everyone.
