ABSTRACT
National-level filtering, however, is a necessarily abstracted description. Many states have national filtering policies but it is false to assume that the implementations of these policies need be consistent between regions, networks, or even individual computers. To understand filtering and its role in a globally networked world, it is necessary to explore connectivity at a more geographically and organizationally fine-grained level.
