ABSTRACT
The times of plenty in food and agriculture are over. The European Union and the world have entered a new era of scarcity. This chapter will lay out the causes and consequences of these and related changes. It will lead us to conclude that the response to the challenges ahead in Europe and elsewhere must be different today from what many Europeans continue to think to be appropriate.
