ABSTRACT

Africa has more than one billion inhabitants that have largely been isolated from consumerist culture. To the enterprising ear this translates into one billion new prospective cell phone users, internet surfers and retail bank depositors. The opportunity to make a great deal of money in largely unchartered territory has shown itself too attractive to resist, if recent trends in banking and telecommunications on the continent are any indicators. African governments must be vigilant in preventing yet another one of its resources from being taken at a bargain. The telecommunications sector, in particular, presents many exciting prospects to international investors, and many billion-dollar projects are already underway across the continent. Moreover, the rule of law programme in Liberia is driven and administered by the international community and is extensive in Liberia. Liberians in theory and in fact have distinct desires as to how to manoeuvre the development of their telecommunications sector to serve their distinct development needs.
