ABSTRACT

Toxic game behavior raises questions of corporate responsibility regarding community governance, user rights, and the protection of victims of abuse. This chapter is concerned with gaming platforms' rhetoric and cultures around achieving both input and output legitimacy with regard to their decision-making processes, and discusses the potential merits of a "Gamers' Bill of Rights". It analyzes the rhetoric in their regulatory documents, and contrasts it with their actual governance processes. The focus of analysis is on the political rhetoric of the online games because they need to justify their respective governance policies toward their player communities. To find out how both games rhetorically frame their respective governance efforts, the authors conducted a textual analysis of their Terms of Use (ToU), End-User License Agreements (EULAs), and Community Guidelines, coding for instances and language of political rhetoric surrounding the purpose of existing Codes of Conduct and examples of the ways in which these policies are enforced.
