ABSTRACT

In China, the definition of waste is stipulated in the Law of the Peoples Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste enacted in 1995. The volume of industrial solid waste generated in China has increased rapidly in recent years, reaching approximately 3.3 billion tons in 2013. The volume of urban house refuse is also increasing steadily along with the population rise or economic growth, but the increase rate is milder compared to that of industrial solid waste, with the FY2013 amount at approximately 172.39 million tons. The Chinese circular economy is not only about environmental problems, but also involves the issues of resources, trade, and other economic policies. The State Environmental Protection Administration (SEPA) started preparing a draft for a law on the prevention and control of environmental pollution by solid waste in 1984.
