ABSTRACT

This chapter indicates that teacher evaluations had been a reformation goal for the government. Countries worldwide have regarded the evaluation of teachers as a crucial education policy. The purpose of teacher evaluation is to ensure the quality of the teaching profession, to maintain the optimal quality of professional service, and to recognize teachers' achievement. The revision of the Teacher Act was passed by the Executive Yuan in December 2012. However, teacher evaluations have not been passed by the Legislative Yuan. Therefore, the government cannot force all schools and their teachers to participate in these evaluations. From the perspective of new professionalism, it is necessary to implement the professional development evaluation for teachers appropriately, because this system benefits teacher in improving their professional growth and professionalism. The ideal new professionalism teacher is a lifelong learner who is committed to the professional responsibility of continuous learning, engages in self-oriented research, and wishes to learn unceasingly to develop professional knowledge and practical abilities.
