ABSTRACT

This chapter discusses the role of monitoring and evaluation in sport development and sport for development programs. It introduces and contextualises the challenges and opportunities for evaluating programs and provides an overview of evaluative tools, approaches and theory. Research in the sport development field has demonstrated that while this sounds like a simple enough statement, it is in fact more complicated than it first appears. The chapter explores the program theory offers a framework through which to understand the relationship between program design and program outcomes. Adoption of a theory-based approach to sport programming enables sound evaluation and closes the gap between policymakers. It illustrates the context of international sport development legacies (SFD) programs that are managed by staff from HICs seeking to address social, cultural, educational or health-related issues associated with local communities in low-income country (LICs) and lower middle-income countries (LMICs).
