ABSTRACT

This chapter explores the link between community-based facilities management and relationship contracting, as a form of Public-Private Partnership (PPP) in addressing the challenges facing South African cities. African cities continue to face enormous challenges in terms of rapid urban growth, substantial urban poverty and a multitude of other social problems. In a recent report on the state of African cities, evidence is presented in terms of the reality that African cities are currently in a state of demographic, economic, technological, environmental and socio-political transition. The emergent data from the case revealed that the local facility is directly affected by the non-government organisation project, the local community and the facility management structure established by the local government. The thematic analysis of the data allowed for the emergence of a number of themes which represent the key components for a community-based facilities management policy framework.
