Kongzi (Confucius) (Traditionally 551–479 BCE)

Zi Gong 子貢[b. 520 BCE, a disciple of Kongzi 孔子]sought to learn about government. The Master said, “The essentials are: sufficient food, enough weapons, and the confidence and trust [xìn 信]of the people.”
