ABSTRACT
During the last decade, literacy issues have become a major focus of public policy. Th e results have been mixed. On the one hand, having public policy focus on literacy has increased public awareness and attention to literacy issues and increased the resources available to local schools. On the other hand, it has brought a variety of mandates that are sometimes not well informed by research.
