ABSTRACT

This chapter examines the linkages between migration, rapid urbanization and floods in Hanoi in a context where government interventions have sought to 'manage migration' through policies designed to restrict entry to the city, and 'manage floods' by reengineering the city's infrastructure. It argues that flooding is an integral part of Hanoi's migration dynamic in that it creates the conditions that have made certain areas of the city affordable, thus enabling settlement by low-income people. In response to increased numbers of migrants into inner Hanoi, in 2012 the Vietnam National Assembly issued the Law on the Capital City in order to stem immigration flow into Hanoi. In terms of access to flood-related information from the district level or beyond, survey responses showed that the majority had no opportunity to access any information from district-level authorities. Many migrants, especially migrants without residential registration, lack the support that is being offered to local residents from district-level government.
