ABSTRACT

The identification and analysis of barriers to development of energy infrastructure and to achieving “energy access” in the poorest regions of the world should occur within a framework that provides a system for understanding, prioritizing, classifying and mitigating the effects of the barriers. Numerous papers, books and articles discuss barriers to development, but the literature often identifies development barriers and their perceived severity without meaningful prioritization or classification.1 The purpose of this chapter is to steer away from generalized thought and comment about barriers, and to evaluate barriers in a structured process based on the assessment of specific project profiles and issues.
