ABSTRACT
This chapter will canvass two premises of the concept of law.1 The first premise is that law, as a normative construct, can and should respond to social problems. Second, the law can respond to a problem only after it understands the nature of the problem and the challenges raised by it. The jurisprudential foundation will be first discussed, followed by the bio-physical problem of indoor air pollution.
