ABSTRACT

The director of international services at a large university has requested a meeting with the vice president of student life. He is concerned that the university’s initiatives to internationalize the campus over the past three years have had consequences that the administration may be unaware of. For instance, the decision to keep the Test of English as a Foreign Language (TOEFL iBT) at 70 allows the university to meet targets for enrollment and tuition revenue, but it also seems to allow students into the university with language skills below what is necessary for them to succeed academically.
