ABSTRACT

The London Borough of Lambeth is one of the most densely populated of the 14 local authorities which make up inner London, with a population of around 300,000, and it is comprised of multiple urban centres including Brixton. This chapter examines how the Mayor of London's Low Carbon Zone (LCZ) was deployed in Brixton, showing how this has established new networks and initiatives through which the low carbon transition is being orchestrated in London. It traces the development of climate change policy responses in London, highlighting the key role of the Greater London Authority (GLA) in articulating climate change as an urban agenda. It focuses on the specific intervention of the LCZ, and the ways in which they reflect a growing interest across the UK in area- and community-based approaches to mitigation. The chapter considers the case of Brixton Low Carbon Zone in detail, examining how it was made, maintained and lived.
