ABSTRACT
Cost-benefit analysis is not a moral theory, utilitarian or otherwise. It is a crude but serviceable tool for applying a measure of accountability to regulatory agencies of the executive branch charged with interpreting and implementing acts of legislation. It is more or less badly flawed, yet it gives democracies a fighting chance to operate as democracies are supposed to operate.
