ABSTRACT
The modern postal service began in the UK in 1840 (Royal Mail Group, 2014) with a system characterized by universal pricing regardless of origin or destination, and involving prepaid postal stamps. This basic arrangement for postal services has since been adopted in countries around the world, and has become the international norm.
