ABSTRACT

This chapter explores the genesis and evolution of the industrial development agenda in Sub-Saharan Africa (SSA)-European Union (EU) co-operation arrangements. It highlights the emphasis of the co-operation, and probes its instruments, institutional (organisational) arrangements, financial resources and disbursement instruments, etc. (on industrial co-operation) in the ACP-EU cooperation agreements (Convention of Application, Youndé I and II Conventions, Lomé I to IV Convention, and Cotonou Agreement on which is based the Economic Partnership Agreements EPAs). The analysis in this chapter asks and attempts to answer the question, as to whether co-operation has benefiited African countries, by stimulating industrial transformation.
